2 lbs beef chuck or brisket, cut into large cubes
2 tablespoons soy sauce
1/2 teaspoon black pepper
1/4 cup calamansi or lemon juice
2 tablespoons cooking oil
4 cloves garlic, minced
1 large onion, chopped
2 medium potatoes, peeled and quartered
2 medium carrots, sliced into large chunks
1 red bell pepper, sliced into strips
1/4 cup tomato paste
1 cup beef broth or water
1/4 cup soy sauce
2 tablespoons vinegar
1/2 teaspoon sugar (optional)
1 bay leaf
Salt and pepper to taste
