Instructions:
Make Chive Dip: Combine sour cream, mayonnaise, chives, lemon juice, garlic powder, salt, and pepper. Stir until smooth. Refrigerate.
Make Onion Fritters: In a large bowl, whisk together flour, sugar, baking powder, salt, pepper, garlic powder, and paprika (if using). In a separate bowl, whisk together egg and milk. Gradually add wet ingredients to dry ingredients, stirring until a smooth batter forms. Add sliced onions and toss until well-coated.
Heat Oil: In a large skillet, heat about 1/4 inch of vegetable oil over medium heat until it reaches 350°F (175°C).
Fry Fritters: Drop spoonfuls of batter into hot oil, pressing down slightly. Fry for 2-3 minutes per side, or until golden brown and crispy. Use a slotted spoon to transfer fritters to a paper towel-lined plate to drain excess oil.
