In a medium saucepan, combine water, pineapple (with juices), and sugar. Bring to a boil, then let simmer for 4-5 minutes, whisking frequently to prevent burning.
Remove from heat and whisk in the jello until fully dissolved.
Chill the jello mixture for about 30 minutes, or until it starts to thicken.
In a large bowl, beat the cream cheese until smooth. Gradually mix in the heavy cream until fully combined.
Pour the chilled jello mixture into the cream mixture and beat until fully incorporated.
