Cut the beef into large chunks and season with salt and pepper to taste.
In a large skillet or saucepan over medium-high heat, heat the olive oil. Add the beef and brown on all sides. Remove the meat and set aside.
In the same skillet or pot, add the chopped onion and garlic. Cook until golden brown and fragrant, about 3-4 minutes.
Add the beef broth, crushed tomatoes, apple cider vinegar, Worcestershire sauce, cumin, oregano, and smoked paprika, and return the beef to the skillet or pot. Mix well.
Reduce heat to medium-low, cover, and simmer for about 2-3 hours, or until the meat is tender and flakes easily with a fork.
Once the meat is cooked, remove it from the skillet or pot and shred it with a couple of forks. Return the ground beef to the sauce and mix well. Serve the hot beef barbacoa with warm tortillas, chopped onions and cilantro, lemon, and any other toppings of your choice.
