Marinate the beef in soy sauce, black pepper, and calamansi or lemon juice for at least 30 minutes.
Heat cooking oil in a large pot over medium heat. Brown the beef on all sides. Remove and set aside.
In the same pot, sauté garlic and onion until fragrant and translucent.
Add the tomato paste and stir well for 1-2 minutes.
Return the beef to the pot, then pour in the beef broth, soy sauce, vinegar, and bay leaf. Bring to a boil.
Lower the heat, cover, and simmer for 1-1.5 hours, or until the beef is tender. Add water if needed to prevent drying out.
Add the potatoes, carrots, and bell peppers. Simmer for another 15-20 minutes, or until the vegetables are tender.
Season with salt and pepper to taste. Add a pinch of sugar if desired for a hint of sweetness.
Serve hot with steamed rice.
