In a bowl, combine sliced flank steak with 1 tablespoon soy sauce, 1 tablespoon oyster sauce, and cornstarch. Mix well and let marinate for at least 15 minutes.
In a small bowl, mix together soy sauce, oyster sauce, sugar, water, and sesame oil for the stir-fry sauce. Set aside.
Heat vegetable oil in a large skillet or wok over high heat. Add marinated beef and sear for 2–3 minutes, until browned but not overcooked. Remove and set aside.
In the same skillet, add a little more oil if needed and sauté garlic and onions until fragrant.
Add bell peppers and stir-fry for 2–3 minutes until slightly softened.
Return the beef to the pan, sprinkle in the black pepper, and pour in the stir-fry sauce. Toss everything together for 1–2 minutes until the sauce thickens slightly and coats the beef.
Remove from heat, garnish with green onions and sesame seeds if desired, and serve hot with steamed rice or noodles.
