Prepare the dough: Warm milk slightly and dissolve yeast and sugar in it. Let sit for a few minutes until foamy.
In a large bowl, combine bread flour and salt. Add yeast mixture and melted unsalted butter. Knead dough until smooth and elastic, about 10 minutes by hand or 5 to 7 minutes using a mixer. Dough should be tacky but not sticky.
Place dough in a greased bowl, cover with a towel, and let rise in a warm place until doubled in size, about 1 hour.
Shape bread:
After first rise, roll out dough and divide into 16 equal pieces.
Slightly flatten each piece and place a piece of mozzarella in the center. Wrap dough around cheese, sealing edges.
Place filled dough balls on a parchment-lined baking sheet. Let them sit in a warm place for about 30 minutes until slightly puffed.
Make the garlic sauce:
In a small saucepan, melt the butter over low heat. Add the minced garlic and cook gently until fragrant but not browned.
Stir in the sugar, dried parsley and salt. Cook for another minute until the sugar has dissolved. Remove from the heat.
Bake the bread:
Preheat oven to 356°F (180°C).
Brush top of dough with milk (optional) for a golden finish.
Bake bread for about 12 minutes or until golden and cooked through.
Add garlic sauce and more cheese:
As soon as it comes out of the oven, brush each piece with garlic sauce.
Sprinkle top with shredded mozzarella cheese and return bread to oven for another 2-3 minutes, until cheese melts.
Serve: Let cheese bread cool slightly on a wire rack before serving.
