Exceptions to the rule will be allowed only for foreigners adopting stepchildren or relatives within three generations in China.
Impact: The policy’s abrupt implementation is likely to disrupt the plans of many prospective adoptive parents, particularly those who had been in the adoption process for several years. In 2023, only 16 adoptions were finalized, a sharp decline from the 2,000 to 3,000 adoptions per year reported between 2008 and 2016.
