Step 1: Prepare the Cake Batter

In a large mixing bowl, combine the flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt. Whisk together to blend the dry ingredients.
Add the eggs, whole milk, vegetable oil, and vanilla extract to the bowl. Mix on medium speed for about 2 minutes until the batter is smooth and well combined.
Carefully stir in the boiling water. The batter will be thin, but that’s what makes it moist.
Step 2: Bake the Cakes
Pour the batter evenly into the prepared cake pans.
Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted in the center comes out clean.
Once baked, allow the cakes to cool in the pans for about 10 minutes, then turn them out onto wire racks to cool completely.
Step 3: Make the Chocolate Frosting
In a large bowl, beat the softened butter until creamy.
Gradually add in the powdered sugar and cocoa powder, mixing well after each addition.
Pour in the milk and vanilla extract. Beat on medium speed until smooth and fluffy, about 2-3 minutes.
