1. In a shallow dish, combine the flour, salt, pepper, and paprika.
2. In another dish, beat the eggs and milk together.
3. Place the breadcrumbs in a third dish.
4. Dip each fish fillet in the flour mixture, then the egg mixture, and finally coat with breadcrumbs.
5. Heat vegetable oil in a large skillet over medium-high heat.
6. Fry the fish fillets until golden brown and crispy, about 3-4 minutes per side. Drain on paper towels.
7. To make the tartar sauce, mix mayonnaise, sweet pickle relish, lemon juice, capers, and onion powder in a small bowl.
8. Toast the hamburger buns lightly.
9. Assemble the burger by placing a slice of cheese on the bottom bun, followed by the fried fish fillet.
10. Spread tartar sauce on the top bun and place it on top of the fish. Add lettuce if desired.
