Add the steak to the skillet, and saute until browned on the outside. Place the bullion in the hot water and stir until dissolved. Whisk the cornstarch into the water and bouillon mixture, and pour it into the crockpot. Add the soy sauce, brown sugar, worcestershire sauce and brown sugar to the crockpot. Pour the diced tomatoes and pepper to taste into the crockpot. Mix the onions and browned beef into the crockpot, and stir to combine all of the ingredients well. Cook on high for 3 hours or low for 6-7. Add the sliced bell peppers and cook for an hour longer on either high or low before serving.
