Prepare the Dough:
Simmer the liquid and butter: In a saucepan, heat the water, milk, butter, sugar, and salt until the butter melts and the mixture starts to simmer.
Add the flour: Stir in the flour and cook the dough for 1-2 minutes until it forms a ball and pulls away from the sides of the pan.
Mix in the eggs: Remove the dough from heat and beat in the eggs one at a time until the dough is smooth and glossy.
Fry the Zeppole:

Pipe and fry: Heat oil to 350°F. Pipe the dough into the oil and fry until golden brown, 4-5 minutes. Drain on a cooling rack.
Dust and serve: Dust with powdered sugar and serve immediately.
