Chop Vegetables: Add the carrots, celery, and green onions to a food processor. Pulse a few times until the vegetables are in small, uniform bits, but be careful not to over-process them into a paste.
Mix the Spread: In a medium-sized bowl, add the softened cream cheese, the pulsed vegetables, salt, garlic powder, and onion powder. Mix until all ingredients are well combined.
Chill & Serve: Spoon the spread into an airtight container or a jar. Chill the spread in the refrigerator for 1-2 hours before serving to allow the flavors to meld. Keep the spread refrigerated and use within 7-10 days.
