Step 1: Preheat Oven and Prepare Pan

Preheat your oven to 350°F (175°C).
Line a muffin tin with cupcake liners.
Step 2: Mix the Dry Ingredients

In a medium bowl, whisk together the flour, baking powder, and salt. Set aside.
Step 3: Make the Batter

In a large bowl, beat the butter and sugar together until light and fluffy.
Add the eggs one at a time, beating well after each addition. Mix in the vanilla extract.
Alternately add the flour mixture and milk to the butter mixture, beginning and ending with the flour mixture. Mix until just combined.
Step 4: Bake the Cupcakes

Divide the batter evenly among the prepared cupcake liners, filling each about two-thirds full.
Bake for 18–20 minutes, or until a toothpick inserted into the center comes out clean.
Remove from the oven and let the cupcakes cool completely on a wire rack.
Step 5: Fill the Cupcakes

Once the cupcakes are cool, use a small knife or cupcake corer to cut a small circle out of the center of each cupcake. Do not cut all the way to the bottom.
Fill each hole with vanilla pudding, smoothing the top so it’s even with the cupcake surface.
Step 6: Prepare the Ganache

In a small saucepan, heat the heavy cream until it just begins to simmer.
Remove the cream from the heat and pour it over the chocolate chips in a heatproof bowl.
Let the mixture sit for 5 minutes, then stir until smooth and glossy.
Step 7: Top the Cupcakes

Spoon the chocolate ganache over each cupcake, letting it drip down the sides for a decadent look.
Allow the ganache to set before serving.
