Steps: Heat a square pan that is 9×9 inches in size.
Preheat a large saucepan over medium heat and melt the butter. Add vanilla and brown sugar and mix well. Add the oats and stir. Blend the items together over low heat for 2–3 minutes. Split the batter in half and press each half onto the bottom of the pan. Keep half of it aside for serving as a topping.
In the meanwhile, combine the peanut butter and chocolate chips in a small heavy saucepan and melt over low heat, stirring constantly until smooth. Spread the chocolate mixture evenly over the crust in the pan using a knife or the back of a spoon after pouring it.
Gently press the remaining oat mixture into the chocolate layer to crumble it. After 2–3 hours, or even overnight, cover and chill. When ready to cut into bars, let it cool to room temperature.
