Brown the Beef:

Simmer the Base:
Add water, beef broth, salt, and pepper. Bring to a boil, then reduce heat and simmer for 1 hour.
Add Root Vegetables:
Stir in potatoes, carrots (or turnips), and rosemary. Continue to simmer for 1–2 more hours.
Finish with Fresh Veggies:
Add corn and green beans. Simmer for an additional 30 minutes.
