Preheat oven to 375°F (190°C). Grease a 9×13-inch baking dish.
Brown the beef:
In a large skillet over medium heat, cook ground beef with onion and garlic until beef is browned and fully cooked. Season with salt, pepper, and paprika. Drain any excess grease.
Make the sauce:
In a saucepan, melt butter over medium heat. Stir in flour and cook for 1 minute. Gradually whisk in milk and cook until thickened (about 5 minutes). Add a pinch of salt and thyme if using. Remove from heat.
Layer the casserole:
Start with a layer of half the sliced potatoes on the bottom of the dish.
Top with half the cooked beef mixture.
Pour half of the sauce over the layer.
Repeat with remaining potatoes, beef, and sauce.
Sprinkle shredded cheese evenly on top.
Bake:
Cover with foil and bake for 45 minutes. Remove foil and bake an additional 20–25 minutes, or until potatoes are tender and cheese is golden and bubbly.
Cool slightly:
Let the casserole rest for 10 minutes before serving. Garnish with fresh parsley or green onions if desired.
