2. Mix flour, oats, brown sugar, salt, and baking soda in a bowl.
3. Blend diced butter into dry mix until crumbly. Press half in pan as base.
4. Combine peanut butter and sweetened condensed milk in another bowl. Add vanilla and mix.
5. Spread peanut butter mix over base. Sprinkle chocolate chips on top.
6. Crumble remaining flour mix over chips.
7. Bake 25-30 mins until golden. Cool in pan on rack.
