- Heat oil in a pan over medium heat. Sauté garlic and onion for about 5 minutes, until fragrant and translucent.
- Add the vodka and simmer for 5–7 minutes to reduce the alcohol.
- Transfer the garlic, onion, and vodka mixture to a slow cooker. Add the crushed tomatoes, heavy cream, salt, pepper, and oregano. Stir to combine.
- Cook on low for 4–5 hours or on high for 2–3 hours, stirring occasionally.
- About 30 minutes before the sauce is ready, cook the penne pasta until al dente. Drain and set aside.
- Taste the sauce and adjust seasoning if necessary. Gently stir the cooked pasta into the slow cooker sauce.
- Let the pasta and sauce simmer on warm for another 10–15 minutes.
- Serve hot, topped with grated Parmesan and fresh parsley or basil.
