I saw this method of installing a water heater in a rental apartment while on vacation in the south of the country. Usually we hang large boilers from the ceiling with difficulty, but here it stood on the floor on a special support. Many people will think about the highest water supply and they will be right, but not completely. This floor installation is possible for small volume water heaters. I myself installed a small replacement water heater under the sink, placing it at the bottom of the cabinet.
Before leaving, I asked the apartment owner why this installation method was preferable. Firstly, given that the lifespan of a water heater in continuous operation is 2-3 years, its constant removal and reassembly requires a lot of time and money, as well as possible repairs. Second, a floor-standing water heater is much easier to access for maintenance.
