3. Mix Ingredients:
- After 10 minutes, squeeze out any excess water from the cabbage. In a large bowl, combine the marinated cabbage, chopped green onion, chili peppers, cooked rice, black pepper, 1/4 teaspoon salt, chili powder, beaten eggs, and cornstarch. Mix well until all ingredients are evenly incorporated.
4. Form Fritters:
- Heat cooking oil in a large skillet over medium heat. Take spoonfuls of the mixture and flatten them into patty shapes.
